Why can't I sign up for the Android 16 beta program in Canada

I've been trying to figure out how I can update my Galaxy s23 to Android 16 by getting in the beta program for Android 16 and I can't see how to figure out how to do it it shows you directions how to do it but it just doesn't work on this Galaxy app and I'm really confused
