Galaxy SI turned Location on, toggled WiFi calling off and on again, and it worked.
As an experiment, I turned location off, and it still appeared to be working (icon stayed in place).
As soon as I rebooted my phone with Location off, however, it stopped working.
As @Jaskaran_Bajwa stated, this is still a problem; I never used to need Location turned on for it to work; I keep Location turned off most of the time both for battery life as well as privacy. So this issue is definitely a software problem, and still needs to be addressed by Samsung.

Galaxy SI tried toggling WiFi calling off, rebooted, toggled it back on and rebooted again. Didn't work.
I reset my WiFi and Bluetooth settings, and rebooted the phone. No luck.
I reset my network settings and rebooted the phone. Still didn't work.
I disabled and then re-enabled the WiFi calling option with my service provider. I confirmed that my emergency address was still correct. Rebooted again. No change.
I cleared the cache partition and rebooted again. No go.
I toggled WiFi calling off and on again, rebooting between toggles. Still nothing.
I live in a remote rural location, so no licensed Samsung technicians within a 4-hour drive. As stated by others, though, I am pretty sure this is a software issue, not a hardware problem, since WiFi calling worked pre-update but not post-update, and I didn't go anywhere or drop my phone or anything. I just did the UI 6 update, and it stopped working.
Please advise!
