I got the same thing when I went to download the update on my Tab S9 Ultra last night so apparently they haven't fixed whatever the problem is as of when you tried 🤔

I see that randomly on different devices, including my Galaxy and Pixel devices. If I had to guess, the server farm is temporarily busy or some internet dns issue (I just ran this on s23 ultra, and the normal it is already up to date)

On my S25 Ultra, Play System is on June 1st, and I just started seeing this on the weekend. 

At 13 Meg it's not a full update anyway, typically they are between 60 - 70 Meg for the full monthly Play System Update..

If you're device is on June 1st, then it's likely to be an issue with Google Servers. If you're on the July 1st Play System Update, then it might be something else?
