Go to Settings > Apps & Search for Play Services > Select it & Scroll down to Storage > Clear Both Cache & Data for Play Services & Reboot.

Trusted Devices is there once again. 

It's not a Samsung issue, it's a Google Play Services issue.

Also check the version of Play Services installed on your device. 

You can Force a Play Services update by Clicking on "Uninstall Updates" & Rebooting your device.

Your solution worked for me to get the option to add a trusted device back on my phone but then will not let me add my watch back as a trusted device.

Routines works in the mean time

Weird 

I had no trouble adding my 2 "trusted devices", and neither of them are Samsung devices. 🤔

Strange - I never had my watch connected to take calls but after I did that it was accepted as a device to keep my phone unlocked.🤔😂

Worked for me. Now to delete the routines I created and see how long the Trusted devices stays.
