More smartphones and tablets will get the stable Android 13 and One UI 5.0 update later in Q1 and Q2 of 2023. Samsung has improved its software release speed by a huge margin over the past couple of years.

OthersNote 10 series was released August 2019 with Android 9 (Pie.)
Depending on which "A" series you are referring to, but the A53 was just released this year, so it makes sense for it to be included in the One UI V5.0 Update.
But yes, absolutely the Note 10 series is perfectly capable of running One UI V5.0, and probably One UI 6, 7 and 8 easily.
It's planned obsolescence. Samsung really should unlock the Bootloaders on devices that they no longer want to update. At least that way you could easily Flash Custom Roms that would take you to at least Android 16!

OthersFrom a hardware perspective, I really haven't had any disappointments with my devices. The only thing that I am extremely disappointed with is Samsung's decision to remove the external sd card slot on their devices since the S21 Ultra.. AND it is NOT just about Storage!

Samsung doesn't normally release any OTAs on Mondays, and there's no updates scheduled for your device on the 19th by Rogers or Telus.
