why does S23 needs sim card to use set up wizard?

I got s23 Ultra today, and I tried set up. 

but, I need sim card to use set up wizard.

I can't move next step.

You should be able to set it up with WiFi.. ⚠️⚠️⚠️  BUT if you do, as soon as you insert the SIM into your new device ⚠️⚠️⚠️ it will AUTOMATICALLY Factory Reset. So you would just be wasting your time.

I guess that Samsung is doing you a favor then. 

If you setup a new phone without the SIM, as soon as you insert the SIM = Factory Reset.. so there's no point in setting it up without the SIM.

Because phones come "unlocked" now.

And you need to insert a sim in the phone for it to install the network provider's software/details and etc

I wondering if I put another provider sim card whats gonna happen.
I putted my fido sim card finish set up. thank you.

It'll reset the phone to install the details again but won't actually factory reset it because it's not the first time that the phone is set up.

I just found out last weekend lol

I'm with Telus and I sold my fold 4 to my friend. I helped him transfer all his data into the fold and then we forgot to put his Sim card in from Virgin Mobile 🤣 once we did, it said that the phone needs to reset to install the parameters and we got scared. We were ready to set it up again. But finally the phone only resetted and he didn't lose anything.
