TabletsPull down the Notification Panel & Click on the 3 dot menu top right & Edit Buttons.
Check to see if you see "Smart View" in the Buttons that you can add to the QS Tiles.

TabletsHi, we recommend you to use the SmartThings app as the smartThings is an updated version of smart view.
You can cast, screen mirror to play movies without any issue.
1. Connect your Samsung smart TV and your device to the same Wi-Fi network.
2. Download the SmartThings app onto your device.
3. Open the SmartThings app.
4. Tap +.
5. Tap Add device.
6. Choose whether to Scan QR code, Scan for nearby devices or Select from list of devices.
7. Select your TV.
8. A PIN number will be displayed on your TV. Enter the PIN in the app.
Your TV is now connected to SmartThings and you can use your device as a second remote for the TV. You can also use Smart View to mirror photos, movies and music from your device.

TabletsSince you did an update you could try booting into recovery and wiping the cache on your device to see if it might help.
You shouldn't have to connect your tablet to another device to do this but the process got broken with the update to One Ui 3.1 and has never been fixed on tablets
To do this-
Power off your device
Connect your charging cable from your device to the usb on a computer or if you have a type c to c cable you could also connect to a phone or other device and notice device is charging
Press and hold in on the power key and volume up keys at the same time until you see something on your device screen and then release both keys and shortly you should see the recovery screen load
Use the volume down key to scroll through the list down to where "Wipe cache partition" is highlighted
Press the power key to select this
You will see a screen - Wipe cache? yes or no
Use volume down key to move to yes and power key to select
Your device should now have "Reboot system now" highlighted and press the power key to select
That is it and your device should boot up normally
