 The above captioned keeps popping up in the upper left on my home screen. 
 What is it ? ... and how do I stop it from happening ?

You can try click on the "1 active in background" text. Should bring you to a list of app that running from background. Click stop button, then will kill the app running from background and save you some battery.

If you want to avoid the same app causing the problem, you can add the app to sleeping apps in

Settings -> Battery and device care -> Battery -> Background usage limit

Sleeping apps, Deep Sleeping apps, and Never Sleeping apps all show as 0 (zero). And when I click on "1 active in background", it just disappears (it only pops up for 2 seconds at the most)

You can click the Recent app button on your bottom left corner, then close all. I think this will clear the app that running from background and the message will disappear.

When I click the bottom left, it shows "No recently used apps".
The good news??? ... "1 active in background " hasn't popped up for a while.

I already clicked the stopped and done but it always comes back after awhile.  And i keep doing the same thing again.  I already went to the settings and click on the battery that says unrestricted but it comes back again on my screen. How can i permanently remove this

Select the Restricted option under Battery option for Google Playstore app, the message should go away.
