Why does the app Samsung my files have the telephone permission which cannot be removed? How is the telephone permission used? I have another file handling app that doesn't have this permission.

Yeah it's weird. Check Samsung Pay too, it won't work without Contacts, telephone and more...

I would like to know v how Samsung uses this permission for the app. It states that this permission is required to operate.

Hi SamSungtwo,
Permissions are a means of controlling and regulating access to the specific system- and device-level functions by software. App permissions basically explain what features of your device the app will access when you are using it or may possibly run in the background. So All the permissions are using to make the app function correctly. The app will not ask to use certain permission until you have begun using the correlated function (It might require the camera, location, or your media files.).
It needs to give permission to the telephone and it makes the app still work while talking to someone.

You have purposely ignored the question.

The question to Samsung is why does the my files on my A50 version 12.2.00.251 have the telephone permission? How is this telephone permissible used?
