Wireless emergency alert

What function does this app perform.  Wireless emergency alert. It appears to be the same as SMS alert but since the update to Android 11 i see the below app. It has unchangable permissions for SMS and telephone.

It's an emergency alert that gets sent in urgent situations by text. It obviously requires phone and SMS permissions because it's a built in feature from phone and messages app that sends the alerts by your wireless network (I may be wrong here). And urgent situations may be earthquakes, floods, fires, tsunami, amber alerts, etc.

So Android 11 now shows the same feature as an app? Because in the previous version it was not identified in the app list.

I don't see it. You cannot modify permissions , Uninstall, or get any information on this app.

You can only modify the notifications, it was bundled with messaging before, now it is separate

It doesn't make sense to separate as it has not functional use in the app list
