My Bluetooth has stopped working and won't turn on. I have tried everything short of a factory reset and even safe more won't turn it on.

Short of a Factory Reset - You could contact Samsung Tech Support and get them to use Remote access to see if they can help 🐧

I did that. It would turn the toggle on but still no Bluetooth actually. And a reset just turns the toggle off again.

which phone do you have and how long have you had it for?

interesting ... have you tried resetting your settings for Wi-Fi/bluetooth/mobile data?
settings > General management > reset.
other things to try is toggling airplane mode on/off or clearing your cache.
if anything, could take it into Samsung to ask them to check it out
