I have a problem with the Bluetooth connection on my galaxy note 8. Every call i make since the Last update all i hear is static and voices sounds like robot. My carrier is Vidéotron

Definitely something wrong. Might be Videotrons problem. I would bring it in to them and see what's going on.

Try wiping the cache partition from Android recovery to see if that clears up the issue. Possible old remnant files from the update that may be causing the issue. Always good practice to wipe the cache partition every time after an update.

try restarting your Bluetooth settings. did you test it with other devices also?

I concurr. On Rogers, voice quality is awful even in LTE-A and VoLTE calls if Bluetooth headsets. My guess is that AptX, the BT profile used in most cases for HQ sound over BT, is disabled during calls in order to have less latency. This in return makes the audio quality down to 8-bit audio.

very interesting, I personally have not heard of the carrier VIdeotron, and I work in telecommunications. But yes I would reach out to them.
And this only happens over bluetooth? Have you tried a different bluetooth headset/speaker?

Just for your FYI, Vidéotron is a major carrier only in Quebec. They have a partnership with Rogers to let Vidéotron subscribers roam on Rogers' nationwide network, and in turn Rogers subscribers get to roam on Vidéotron's extended LTE network in QC as part of the ROGERS-EXT network.
