Try this: Go to Settings / Apps & search for Samsung Pass > Three dot menu top right & click on "uninstall updates".

Reboot & Update Samsung Pass. It should work now.

finally solved the problem - just had to remove fingerprints and it worked

Still don't work for me. Can anyone help me with this issue. I tried everything still showing the error 163.

Have you tried a Factory Reset? That's pretty much the only other thing that I can think of.

Same here as it was frustrating 😒 samsung support was not good cos I am deaf and can't connect them about it 163

Someone else said that they fixed it by removing & then adding their Finger Prints back. Did you try that, and along with the other suggestions here?
