I am a user of Samsung galaxy note 8.
I don't see wifi calling on the phone setting after changing a carrier.

Which Carrier did you switch to? 

It's possible that not all Carriers support WiFi Calling.

My new carrier is Shaw mobile.
I used to use wifi calling from the previous network provider.

Don't know what level of support you spoke with at your Carrier, but it is NOT Samsung that has anything to do with WiFi Calling. It's 💯% your Carrier.

Check in your Dialer Settings & you should see the WiFi Calling Toggle.

Toggle it On & see what happens?

I am a Canadian and in Canada. On the another cellphone of Samsung Galaxy s20 with the same provider, I can see the Wifi calling on the setting.
I have contacted the technical support team and have not gotten any solutions. It's really weird.

In order to use wifi calling on you phone, you need to make sure your provider support wifi calling because it's just a feature on your Galaxy and only can be activated by carrier provider not Samsung or any other brand.
