Galaxy SHi, we suggest you back up and reset. Here are the steps to backup your data:
Backup from Samsung account--Apps > Settings > Cloud > Backup > Select the data > Back up now.
Backup from Google account--Apps > Settings > Backup and reset.
Here are the steps for factory reset, settings>>General management>>Reset>>Factory data reset>>Scroll down to the bottom and tap on Reset>> Delete All.

Galaxy SNot sure if I already replied to you but here's a temporary solution. It's not a fix, but it will stop the blinking /UI glitch from happening.
Settings > Apps > Samsung Messages >Click on it & Scroll down to "Allow to Appear on Top" & Toggle it OFF.

Galaxy SIn addition to trying Safe Mode, you can see if Toggling Off / On Adaptive Brightness to see if that helps?
You could also try Booting into Recovery and wipe cache & check.
Still having issues, you could backup your phone with smart switch & factory reset & check.
A factory reset will return the phone to exactly how it was when you first received it.

Galaxy SWhile it's not an actual fix, it will stop the blinking from Samsung Messages.
Go to Settings > Apps search for Samsung Messages and click on it > Scroll down to where you see "Allow Appear on Top" and Toggle it OFF.
That should stop the blinking /UI glitch.

No a Factory Reset won't fix it, neither will wiping cache or anything else.
Here's the workaround from my previous post here, until it is properly fixed by Samsung.
