A few days ago on my S10, my volume buttons stopped changing the volume when holding them down. I can only change the volume in increments one press at a time. The only thing that seems to temporarily fix it is restarting the phone. But then the issue comes back after a bit.

My S10 has the same issue - probably started around the same time as yours (I'm not sure exactly when; until now I assumed it was just a misalignment with my aging case or something.)
I had the same issue. Pressing volume keys worked. Holding them down did not. I took a screenshot (volume down + power) and the issue seems to be resolved. So far it has not recurred.
Not sure if it will work for you, but taking a screenshot is much quicker than rebooting the phone.
I have the same problem on my S10, except that it only occurs when I use my earphones.
I can only change the volume in increments by pressing the buttons over and over, and simply having either the phone's volume keys or the earphones volume keys held down doesn't change the volume at all (not even by an increment).
Same exact problem here. I highly doubt everyone losing the ability to hold down their power keys and only being able to tap them to change volume is a coincidence, seems like a defect imo
