Galaxy SI have a (somewhat old) Galaxy S8, and I am not able to permanently delete emails from the recycle bin.
- When I delete ' ALL ', the emails appear to get deleted but they all re-appear several seconds later .
Can anyone help here ?

Please try to clear the cache and force stop the email app and check.
Follow the below steps to clear the cache of the App:
Open Settings >> Apps >> Select email app >> Storage >> Clear cache.
To force stop the app: Open Settings >> Apps >> Select email app >> Storage >> Force Stop.
Note: Do not Clear the data. Clearing the data will reset the app to factory default settings. Any personal settings saved on the app will be removed.
