I have a Samsung 10E and when it last updated, I cannot send photos in a text message to other phones in my office. 
I can send photos through text message to all other contacts.
I i go into contacts in the text message icon, when I scroll down, there are blue dots beside the names of the conacts in my office.
Does anyone know of how to fix this?

I found the Samsung Galaxy S10 e on the provided link but could not click on it. I did the following steps that you suggested and restarted the device and nothing has changed

The contact with Blue dot means they have RCS enabled.

Also, does your office phone support MMS? This can be the phone in the office not support MMS.

it does support Mms. I could send office contacts photos before the update. what is RCS enabled mean?

RCS - Rich Communication Services is a communication protocol between

Can you try the following?

Open Settings → Apps →Messages → Storage

Click clear data and clear cache

Reboot your phone and try sending MMS again.

In my point of view. I don't think is your S10E problem. Since you have
- Clear data and clear cache for Messages app
- Did wipe cache partition
- You can send to other contacts with MMS

So, seems like your office phone could be causing the problem. Maybe check your office phone instead?

To disable RCS, follow below instruction:

- Open Messages App
- click 3 dots on top right
- Settings
- Chat settings
- Select default messaging type
- choose Text / Multimedia msgs
