This is fairly unacceptable and the best response is, mail it in and wait for 10 business days and we'll see if we can reproduce it.

 

the is not the experience I expected getting the best available phone from the company...

restarting the device corrects it for a bit but then it comes back.

already tried factory reset as well

That's weird. Are you near an experience store? If so bring it to them, they'll fix it for you free of charge seeings that, that is clearly a factory defect.

Can you try if it happen in safe mode ?
First, completely power off the phone. Then, power on the phone and when the Samsung logo appears, press and hold down the Volume Down key. If done correctly, "Safe Mode" will display on the bottom left corner of the screen. If "Safe Mode" does not appear, repeat the steps above.

Once you're in Safe Mode, you can remove the third-party app that is causing issues on your phone.

To exit Safe Mode, simply restart your phone and it will reboot normally.

Note: You can also enter Safe Mode by pressing the Power key, touching and holding the Power off icon, and then touching the Safe Mode icon.

Important: When you exit Safe Mode, some of your customization options (Wallpapers, Themes, Etc.) may be reset to default.

none of the apps that i have in the video are "3rd party", does this mean that the entire android operating system (one UI) is impacted based on one of the apps installed?  This doesn't make any sense how an app cant interfere with the rendering of the "Settings" application

Safe mode to check if added apps are causing problems. This mode only loads basic system software and allows you to disable third-party applications.
1. After turning off the device, turn it on.
2. Once the Samsung logo has started, press and hold the volume down button.
3. When the home screen appears, the safe mode is displayed in the lower-left corner of the screen.

This does not happen right after the phone boots up, does this mean I have to pay premium prices to use the S21 Ultra in safe mode just to see why the the entire system flickers and flashes like this?

Don't get me started on the "customer service" I've gotten via phone and chat, it is insane that someone can leave your call on mute while you talk to them just to avoid acknowledging this problem in hopes that you hang up on them...
