Hey.. you might have already figured it out, but I'm just reposting this a few times for justnin case some people didn't.... Try looking on your phone 1 more time & go to your phones " settings " menu. Then go down to " Advanced features " & touch/select that & then you should see " Call & text from other devices ", & so then you would select/touch that to turn/toggle it on & then it should actually just connect them w/o having to scan the QR Code. Also... I believe you need to have a Samsung Account setup & make sure to have your Bluetooth on too. I have a Note 8 & was having the same issue w/ scanning the QR Code & then it just creating a note instead of connecting, & this is what fixed it for me!

A solution as of May 2022 Verizon has removed the ability to connect through call or text on other devices from their end. A new user put the solution on page 4 of comments,

On your other device, download the Verizon message plus app and because your other device does not already have its own phone number, it will offer a link to your phone and a call & text on other devices option.
