what's the symbol in the notification preview right beside bluetooth the broken triangle with arrows going up and down.
I have turned off everything even data but that does not seem to go away. any idea what it is. it showed up after the oreo update.

its data saver turn that off and it will go away

It's the Mobile Data saver, check you settings, it's probably turned on
