How can I tell if the reciver read message?

If your device has RCS enabled and you use chat then it should say read at the bottom of the message. If you don't you'll have to do it the old fashioned way and wait for the person to respond

Google Messages will say "delivered" for regular SMS, but not sure if that means "read" or not?

RCS is an abbreviation for Rich Communication Services, also known as Chat.
