As mentionned by @Ray2,
You need a computer which possibly has to have Smart Switch installed on it which is not confirmed but in my case is and connect your computer to your tablet using your usb cable and charging the tablet and then from the shut off state hold your side key-volume up combination as normally and it worked for me anyways
No idea why charging from a computer would make a difference because I tried multiple times charging from the normal power charger with no luck
Many people are complaining about this on many forum with different devices models since 3.1..

TabletsAdd me to the list. I've had this tablet since launch and I'm only now trying to access recovery mode since the 3.1 upgrade. Need to clear cache as a few apps are misbehaving. I can access safe mode, but recovery is a no go. Just does a standard boot. Tablet works great otherwise.

I think I figured it out (at least on my Tab S7 without the "+", but maybe its also working for you):
1) Press the "Power" and "Volume down" buttons simultaneously until "Switch off" and "Restart" appear on the screen.
2) Press the red "Switch off" symbol on the screen and confirm again. The tablet shuts down.
3) Connect the tablet to a PC with a USB-C cable and wait until the final battery level is displayed in percent (the percentages count up and the circular ring around the battery level becomes brighter and brighter). No "recovery mode" without USB-C cable!
4) With the tablet still switched off and connected to USB-C, press the "Power" and "Volume up" buttons until the tablet has entered "Recovery mode".
5) In "Recovery Mode", the menu items can be selected with the "Volume up" and "Volume down" buttons and confirmed with the "Power" button.
6) Exit the "Recovery Mode":
Remove the USB-C cable.
Select the menu item "Reboot system now" with the "Volume up" and "Volume down" buttons and confirm with the "Power" button. The tablet reboots into the normal Samsung Android system.
Select the menu item "Power off" with the "Volume up" and "Volume down" buttons and confirm with the "Power" button. The tablet switches off. The next time it is switched on, it starts up again in "Recovery mode", even if it is only switched on using the "Power" button.
Testet on latest Android 11 Firmware XXU2BUD2

TabletsI too am having the same issue.. It seems that Samsung have removed the ability to enter recovery mode in Android 11, One UI version 3.1, Kernel version 4.19.113.
I have attempted as some have suggested to have the tablet connected to a PC during the process but it doesn't work. When switching back on with the power and UP volume keys pressed the splash screen shows up, I release the buttons and it boots into Android anyway. This is major issue as it is stopping me from clearing the cache partition which I believe might be the solution to my tablet restarting at random times. What does Samsung suggest we do? If this issue cannot be resolved I might have to return it for refund.

Tablets@gecko-pico Connecting to a PC to wipe the cache works every time for me.
Check that you are connected to the right type of usb port that shows a charging symbol on your tablet screen and then try it again
