Ongoing issues with a screen flicker every few minutes and unable to use rich communications services/advanced calling since the update.

Screen flicker - screen will minimize if it can (maps), minimize keyboard, or if on a page will just quickly flicker off. Current settings are the lower refresh rate, not high at 120. 

Rich communication: I had pressed no to the Google communication service agreement and have been having issues since. Chat bubbles won't show read, delivered, etc. I can't seem to find where to agree to it now. 

Its driving me nuts. Help please I haven't had any of these issues until this update.

Phone is Samsung galaxy s20 plus.

I don't think that you said what device you have, but I'm guessing it's an S20 series?

I can't see the issues you describe have anything to do with the update to 3.1

My S20 Ultra is running One UI V3.1 & I don't have any issues whatsoever.

You can try a Factory Reset (backup with smart switch), and see if that fixes the problems. If not, then you probably need to visit a Samsung Service center and get your phone checked out by a technician.

Hi Marsover, Please try to start your device in Safe Mode. Follow the below steps to start the device in Safe Mode. First, completely power off the device. Then, power on the device, and when the Samsung logo appears, press and hold down the Volume Down key. If done correctly, "Safe Mode" will display on the bottom left corner of the screen. Once you're in Safe Mode, check for the issue. To exit Safe Mode, simply restart your device and it will reboot normally. Note: You can also enter Safe Mode by pressing the Power key, touching and holding the Power off icon, and then touching the Safe Mode icon.

If the flickering stops when your device is in Safe Mode, it could mean that the issue is being caused by a bug with one of the apps you have installed. Find out which app is causing the problem and uninstall it. Start by uninstalling the most recent app you downloaded before the problem started. Repeat until the flickering stops. You can always reinstall an app if it wasn't causing the issue. If the flickering persists even in Safe Mode, it is likely the issue is hardware rather than software-related. Please get back to us if the issue still persists.

To clarify, yes it's a Samsung s 20 plus.
I have tried boot to safe mode, still flickers
I have tried clear cache partition, still flickers. This was never an issue prior to the software update.
Two things seemed to have happened. I said disagree to Google user agreement in the native Samsung messaging app - as a result rich communication services have been removed. I cannot find where to agree to it so I can get rcs back.
As soon as I had said disagree, the flickering began. But the flickering doesn't look like it's hardware. In some cases, it is a very brief flicker where the screen is gone for less than a second. But in other cases it's much like a sticky key, where it toggles "return" so it'll auto minimize YouTube, maps, my keyboard while I'm typing. I've never seen anything like it and it's beyond frustrating. I am hesitant to reformat my phone tho, as I'd have to re set up a lot of apps I use to log in with work from home😔
Any advice on how to agree to those rcs terms and conditions? I feel thay might be the source of the issue.

On the S20 series Google Messages shouldn't be a system app, so you SHOULD be able to Uninstall it & Reinstall it. That SHOULD prompt you to Agree again.

You might no get the prompt to Agree immediately after you Reinstall Google Messages, but if you go to Messages Settings & Click on Chat it might give you the pop-up right away?

No I am talking about the native Samsung messaging text app, not Google. Samsung app supports rcs, and I've had it for sometime until I pressed the wrong option on terms and conditions with this update

Okay I thought you were talking about the Google Messages app, because that's what most people were complaining about.

Because the Samsung Messages app is a System app, you can't Uninstall it, but you could try this.

Go to Settings > Samsung Messages & Clear BOTH Cache & Data Reboot & see if you get the prompt again 🤞

If that doesn't work, you may have to Factory Reset your phone BUT backup with smart switch FIRST!

You used to be able to Uninstall all updates to System apps, but seems like that's no longer possible... Which is too bad.

So the "flickering" is an issue with the Samsung messaging app. Even since the update when I disagreed to the jibe Google service agreement not knowing what it was, it broke the app. Rcs services do not function and I can't see any way of finding the agreement and getting it to work.
I have tried: app data clear, app cache clear, cache wipe partition of the phone, downloading Google messages to try and push that rcs agreement. It did push rcs but not the agreement and was functional in that app, but the issue of the Samsung messages continued.
Ita stuck in some sort of bootloop in the background. I will close the app, and while I'm doing something else, it'll restart in the background, become my most recently use app, and flicker while it loads. This happens every few minutes. After the Google messages installation there was some change, I can now see chat options show up as "new" and when I clock start, the option dissappear, and its gone again. I can't get it to work, and it's still in a boot loop

The term "bootloop", actually refers to a phone which is continually trying to start & get to the lock screen, but doesn't. just a friendly FYI 🙂

If you only want to stop any screen flickering / blinking because of Samsung Messages, just go to Settings & Apps, Scroll down to Samsung Messages click on it & scroll down to where you see "Appear on Top" & Toggle it OFF. 

You MAY have to Factory Reset to get the "agree" screen again? I'm not 100% sure, but I think that SHOULD work 🤞

If you decide to Factory Reset, make sure you backup your phone with smart switch FIRST.

While it's not the "my phone won't stop restarting to get to the lock screen" kind of boot loop, it is continuously restarting and is failing to successfully start the app on the background. Close enough of a technicality for me to refer to it as a bootloop, it layman's terms lol.
But that aside, I did follow one of your suggestions to turn off the appear on top, seems like it's preventing the flickering part of the bug for now, but I believe it's still running that restarting bug, and rcs is still not up. I've seen others that agreed to the terms and service and just had the pop up continue and still have issues with the flickering and rcs, so this is looking like one of those things Samsung needs to haul and get us a patch fix on this bug asap.
And have Samsung stop telling us to wipe our phones lmao. The moment your phone gets prompted to software update, messages will be put into the same software update bug.
