If you're saying that you don't get Notifications for these two apps, Go to Settings > Notifications > App Notifications > "All" & Search for Messaging & Signal > Check that you have Notifications Toggled ON for these two apps.

I have a problem in call in speaker the sound is too low?

Press the Volume button & Expand it so you see this. 

Adjust the Volume Up for what you need.

You just use your finger to drag up.
