There are a few ways to identify which app(s) are causing popups on your phone:
- You could try @LavandersChampions' suggestion of doing a hard/factory reset. While drastic, this is your best chance of successfully getting rid of the popups.
- Try hitting the "Recent Apps" button as soon as you see a popup—this might help you identify the offending app, and then you can uninstall it.
- In your installed applications list, look for apps that have the "Screen overlay" or "Draw over other apps" permission enabled. You can see if uninstalling them solves the issue.

Galaxy SSomeone had a very clever way to identify the malware that makes those ads. Take a screenshot of the ad. Then check the screenshot's name. The malware's name will be there.
