If I buy an S10+ (Exynos) from Amazon. Ik it won't have a Canadian CSC code but will I still be able to use Samsung pay with a Scotiabank Debit despite it not being a Canadian model?

Nope. It will load the original CSC and will load this CSC's S Pay. So your Canadian card won't appear as a card from a supported bank .

I found it for $960 so I guess it's worth it and sacrificing spay

Not sure if you'll be able to use WiFi Calling or VoLTE - If that's important to you?
@Tech4YouIntl don't think that it's possible to Flash the Snapdragon CSC on Exynos - Certainly not with regular Odin & Pro not a good idea with Patched Odin...

Make sure to go thru the phone carefully, inspect everything. My buddy got a fake s10+, he thought he got a good deal and ended up with a fake phone. so watch out guys.
