Unlock the bootloader

Why doesn't Samsung allow the owner of the phone to unlock the bootloader? After all, the device belongs to them.

What device do you have, it's not possible on more recent devices.. even if you pay for it.

I hate Samsung just for not letting American phones unlock their bootloader. I wish if my Canadian S23 Ultra was bootloader unlockable, because I still love Samsung for their hardware but the OS, not too much.
