Please note that the chat features option is provided by the carrier.
Please follow the below steps on your phone and check if it works.
Go to Settings>>Apps>>Tap at option menu (Three dots on right top corner)>>Select Default apps>>Messaging app>>Select the Messages option from the list.

Galaxy SYou can disable Google Messages with adb or App Freezer from the Play Store, although it's important to Note, that Samsung is attempting to block the use of adb on One UI V3.1.1, which is truly disgusting!
Then if you don't want to use Chat features (RCS) download a messaging app from the Play Store.
It's important to take into account, that there's lots of messaging apps available, that are quite possibly less secure & will collect more of your information than Google.

Galaxy SAre you saying that you never text anyone? Because that's what Google Messages or Samsung Messages are used for. Chat (RCS) is just the evolution of regular SMS.
