normally you'd need a PDF editor like Adobe Acrobat, or livecycle. you can import PDFs into Microsoft word 2013 or newer to make changes, however it's best to use PC software. for a free option LibreOffice or OpenOffice has this functionality

on the note 8 there is a native pdf reader/ writer. I would imagine the s8 came with same. maybe not. plenty of PDF editors at the play store

He meant the Samsung App, not how to write on a PDF. And normally you would have an icon in the app drawer.
I strongly discourage the usage of Libre Office for converting and editing PDFs. They usually get waaay messed up. I know from experience. MS Office 2010 and more recent do a decent job for that, but for real editing on a PDF I suggest using Adobe Acrobat DC.
