OthersOkay thanks. Just wanted to make sure it was a Canadian device, as you can't add Bank cards to a US device in Canada.
Have you checked with your Bank to see if they Support Samsung Pay?
Samsung Pay will accept any Debit / Credit cards, but if the Bank does not support Samsung Pay, that would be preventing you from adding the card.

OthersSamsung Pay has been updated to Samsung Wallet. (Should have mentioned that earlier).
If you actually have Samsung Pay instead of Samsung Wallet, that would likely be the issue.
If you do in fact have Samsung Wallet, go to Settings > Apps & Search for Samsung Wallet > Click on Samsung Wallet & Scroll down to Storage & Clear BOTH Cache & Data for Samsung Wallet & Reboot.
You should be able to enter your Credit card again.

OthersAnd you definitely Cleared Both Cache & Data for Samsung Wallet?
- Uninstall Samsung Wallet
- Boot into Recovery & Wipe Cache
- Reinstall Samsung Wallet from the Galaxy Store.
- Try to add your Credit Card again.
To Boot into Recovery & Wipe Cache:
Power off the device & wait a few seconds. seconds.
Press & HOLD the Power & Volume UP buttons until you feel the phone VIBRATE & Release BOTH buttons at the same time.
Wait a couple of seconds until you see the Recovery Menu.
Use the Volume button to scroll down to "Wipe Cache" & Select it with the Power Button.
Wait until the Recovery Menu Defaults Back to "Reboot System Now".
