Not using One UI 2 yet since I'm a Canadian with an S9, everything is designed to be more convenient, if I had to guess, you can use that bar to switch keyboards.

Either way I don't use Samsung keyboard, so try downloading a non-samsung keyboard app.

I'm using gboard this bar is always there any keyboard you use and it's there only since oneui 2.0 update
