Galaxy SCan't really see any connection between the two honestly.
They said they Factory Reset as well, so I'm more inclined to think that it's either a Carrier / Billing issue, or a Hardware SIM / SIM card slot issue.

Galaxy SEven though you already tried a different SIM, it's possible that the replacement SIM is also damaged / defective?
Open Samsung Members app & Click on Support & Diagnostics > View Tests & run the Diagnostics for the SIM card.
Do you get any error message from the test?
If there's no error, have you contacted your Carrier?
If there IS an error running the test for the SIM, then you may want to visit a Samsung Service center to get your device checked out.
Make sure that your SIM is new & ACTIVE with your Carrier.

Galaxy SThey are not actually resetting the IMEI, just your network services, using the IMEI. The IMEI is kinda like your device's digital finger print.
The easiest thing to try is even though the Diagnostics didn't find any issues with the SIM, would be to pick up a new one anyway, and it should be free as well.
If a new SIM does not work, then yeah probably a visit to a Samsung Service center..

Galaxy SDo you have another spare device you can try to put your sim card in? Or try it in a friend's device? Just to eliminate all possible situations.
