My past three samsung phones had a feature where it was able to identify numbers not saved in your contacts/unknown numbers. I am not able to find this setting or option on my note 8. Has it been removed or just buried deeper in the settings menu? Help please! I really like this feature.

You'll find the feature in the Call settings

I have this feature in my Galaxy S8, and I am 99% sure the Note 8 should also have it.

The Note 8 does have this feature. The unfortunate part is some carriers tweak the ROM and remove certain settings and/or functions.

It should also be in call settings. Unfortunately the ROM can be tweaked by the carrier and certain functions removed by them. It's a hit and miss to what functions are present and what are missing with certain carriers.
