Galaxy NoteIf you're asking about One UI V3.1 for the Note 20, don't think that anyone outside of Samsung's headquarters *knows* for sure, but just guessing maybe sometime March/April?
There's nothing scheduled so far from any of the Canadian carriers os update schedules presently, but that could change without any notice.

Regardless, the difference between One UI V3.0 & V3.1 is likely to be very minimal.

Samsung's Newsroom say this today :
One UI 3.1 is available starting from today on Galaxy S20 series, Note20 series, Z Fold2 and Z Flip, and the S10, Note10, and Fold, A71, A51, A90, A80, A70, and A50 devices. Availability may vary by region and carrier.

Galaxy NoteReleases in Europe & Asia are for the Exynos version & The North American Snapdragon version almost always takes longer to be released.
You asked if anyone knew when it would be available in Canada. The answer is "No", and just because it's in process for the Exynos version, doesn't mean it's imminent in Canada, but likely it won't be too long.
But still no one KNOWS when. Dude.

Galaxy NoteAlso its not always exynos that gets updates first . My Note 10 got the android 10 before the exynos.
Again i don't know is a good answer instead of digging a deeper hole

> you can then download the update.
Although you can download it without becoming a member, if you did, you'd will have access to firmware and amazing app "apks" for your Samsung gadgets + phone.
...Set "Samsung Internet Beta", or your default browser to send you notifications of upcoming events/ giveaways.

Galaxy NoteFirst of all, you can't download nonexistent firmware & sammobile currently only has 3.1 For Exynos variants SM-980F & Some Asian variants, but nothing for the North American Snapdragon versions.
Secondly, There's FAR faster sources to download firmware from. For example Frija or SamFirm which is deprecated.
You have to download the CORRECT firmware to your computer & then need to use Odin v13.14.4 to flash the firmware with your computer. You should know what you're doing as you need to extract the zip you downloaded into Odin flashable files.
Making a suggestion, without additional details serves no purpose.
