according to an XDA member,

"Are you using freedompop? If so, their SIMs don't have phone numbers - they are Data only. The freedompop phone number is a SIP/VOIP number. Looks like Samsung Pay is looking for a Cellular Phone Number from the SIM."

breaking news: I replaced the SIM card with a brand new one and the symptoms persisted.

Ergo, this is most likely a SW issue, not an issue with SIMs.
